Applicants, Registrants, Licensees and
"persons",
domiciled in the fictional
but typical
Shire of Shoofty Local Government District of Western Australia.
Because Reg and Raelene from time to time find themselves
"injuriously affected", or "adversely affected",
banned, shut-out, ignored, dismissed,
or express an interest in their community,
or join other citizens to ask questions, seek clarification,
or forced to use Freedom Of Information laws to seek information
otherwise denied,
or make submissions, or make suggestions, or make Public Statements,
or present Deputations or Petitions, or lodge legitimate complaints,
or object to Council's Policies, Local Laws, decisions or plans,
or object to being fobbed off, rejected, dismissed or even banned,
or attempt to express their lawful civil and political rights,
their local government considers them
Ungrateful Objectors, Dissidents, Nuisances and Vexatious,
unnecessarily consuming and wasting the resources of their local
government,
who has better and more pressing things to do than to be interrupted by
the likes of Reg and Raelene.
Reg and Raelene may also choose to be local government election
candidates,
thereby becoming a threat to sitting Councillors and risking
reprisal or victimisation.
Their journey has been difficult.
This is part of their story as they interact with their local
government.

Here is an impartial independent look at local government by the
Australian Broadcasting Corporation.
Produced between 2000 and 2003 (seems so long ago) it cleverly crafts a
tale that aptly describes local government as it typically manifests in Western
Australia.
Numerous official enquiries have proven that.
The fictional characters and scenarios portrayed in that TV series are
certainly relevant to the experience of many real world Councillors and
Constituents in the here and now.

75. Interfering
with political liberty
Any person who by
violence, or by threats or intimidation of any kind, hinders or interferes with
the free exercise of any political right by another person, is guilty of a
crime, and is liable to imprisonment for 3 years.
Summary conviction penalty:
imprisonment for 12 months and a fine of $12 000.
This Act of Parliament renders null and void any Local Law
or Policy, being "subsidiary legislation", such as Standing Orders or
any other instrument or discretional decision, that seeks to limit the above
rights or declare persons "vexatious" for their free exercise of any
political right.
Note the non-negotiable "summary" conviction.
